Cao Cao at +2 is stronger than an Asmodeus at low health.
Cao Cao gets her damage and skill boost right from the start as long as you have the 3 Water Assists, while Asmodeus doesn't really start dishing out damage until you use her Water Flurry Pact to drop her HP. Cao Cao's damage boost at the start is ideal for Fortress Frenzy, where the first three waves are likely what's going to cost you a few extra turns.
Cao Cao+2 is a better main damage dealer, as expected from a Plat+2, but only if you're willing to dump 12 medals to get her there. She also has two Abilities, which would help your damage output. Asmodeus, on the other hand, is a better damage dealer compared to Cao Cao base/+1 purely because of her damage multiplier of 1% boost per % of total HP lost and access to Water Flurry Pact. I also run an Earth deck, which doesn't have access to any Earth Flurry Pacts, and I do just fine with Earth and Flurry Boosts. I heard from another player that their damage outputs aren't too different, so you might be better off getting Asmodeus and two other plats depending on how far into the game you are.

The thing I didn't like about Asmodeus is that the damage boost is based on hp lost so I suppose it doesn't trigger all the time (except if I'm facing a strong enemy or deck). Maybe I will get Cao Cao base and evolve it to +2 when I finish my Earth deck. Anyway thanks for the explanation, it helps me in making my decision.

That's where her Pact comes in, reducing her health by 75% and essentially giving her a 75% damage boost as long as you don't heal her up (which you usually don't need to since she has a shield that blocks more damage the lower her HP is).
While I don’t have Cao Cao +2 (let alone base) I would say she’s probably better (self hp&skill chance compared to raw dmg).
If you’re going FF water and a 1turn would’ve happened if *anyone* decided to proc actives (maybe I’m terrible at 50% tosses ,_,) then Cao Cao would be more reliable. +2 gets +5% to actives, then unique buff... and Asmo stays at 30%.
Cao Cao +2 atk & hp unbroken already exceeds Asmo XL broken atk & hp. Plus the ability to start off at increased firepower means you shouldn’t be tanking as hard (before Asmo gets 1 skill & buff/ CaoCao gets 2 skills)
Higher hp > lower dmg taken at low hp. CaoCao will probably stay alive longer/stronger with Arthur P7, while Asmo will be more incompatible.
A dead glass cannon is also worthless >~> landmines are -5000hp, Sun Quan can probably cut off some hp too, dunno since never met her with Asmo.
If you can only have one: i.e. get CaoCao +2 or Asmo, get the +2. Asmo’s riskier.
(I run two water decks with varying degrees of success... some things I said may not apply for high-tier FF, like ppl running 2 colour teams, scouting, reducing etc. I’m also just an F2P water P7 collector > ~ <)
